Yes the brown liquid liner and black mascara looks very good. I used to wear it all the time when I had brown high lites and it look awesome. Even with my current black hair it looks great. It looks less harsh against your skin than black liner.
It's fine to wear brown eyeliner with black mascara. You can also try black/brown mascara or brown mascara as well.
