Definately guy-liner going on.In the movie the DARK KNIGHT, was the mayor of Gotham City wearing mascara or eye liner?
Nestor Carbonell may be wearing stage makeup for the movie but no more than any of the other actors. He is not wearing any additional mascara or eye liner. If you search images for the actor, you will see that even in the candid shots, his eyes look the same as thez did in the movie.
Lol i said the same thing to my girlfriend when i saw the movie. He sure looks like he is wearing something under his eyes.
As to the why, I can onlyguess it makes his eyes stand out more for more emotion to add to his character.

Unless you've seen him on his other projects, like Lost, you wouldn't have known though.
